State of the Union addresses are sold as annual health checks on American democracy, a president reporting to Congress and the country on what is working, what is failing, and where we might head. In practice the occasion has hardened into ritual. More often than not we see a performance that reveals the habits of political storytelling more than the condition of civic life. Listen closely and one can hear what the modern SOTU tests. It asks whether our civic language still sounds like people thinking together or whether it has settled into the comfort of predictable forms.
